Permit-to-Occupancy Project Delivery • 7-Phase Process
Before drawings are produced or contractors are hired, the project needs a clear path. This phase identifies what the property can support, what the jurisdiction requires, what agencies will be involved, and what the realistic budget and schedule look like. A restaurant, ALF, medical office, warehouse, and retail space each carry different regulatory requirements, occupancy classifications, and agency involvement — all of which affect cost, timeline, and risk before a single permit is filed.
Project type, occupancy classification, operational objectives, jurisdiction, preliminary budget parameters, and schedule expectations are documented. Entitlement strategy, variance needs, and development constraints are evaluated where applicable.
Site visits, existing condition reviews, utility capacity checks, infrastructure evaluations, water and sewer capacity, parking compliance, and development suitability assessments are conducted based on project scope.
Zoning compliance, occupancy classification triggers, ADA path-of-travel requirements, preliminary fire protection considerations, and initial agency involvement are identified. For ALF, healthcare, food service, and educational occupancies, additional regulatory pathways are evaluated at this stage.
This phase is where project requirements get translated into drawings and specifications that can be submitted for permit. Poor coordination between the architect, structural engineer, MEP engineers, and fire protection consultant at this stage is one of the most common causes of permit rejections, construction rework, and costly field conflicts. For restaurant projects, kitchen hood and suppression coordination happens here. For ALF and healthcare projects, life-safety plan development and AHCA-related design requirements are addressed. For all projects, accessibility compliance is verified against current ADA and Florida Building Code standards before documents are finalized.
Coordination between the Architect of Record, structural, civil, MEP, fire protection, fire alarm, low-voltage, and specialty consultants is managed throughout document development. Value engineering reviews, constructability assessments, permit-readiness QA checks, and deferred submittal planning are conducted as applicable.

Getting a permit is not a single transaction — it is a multi-agency coordination process that can involve Building Departments, Fire Marshal offices, zoning divisions, DERM, WASD, utility providers, and for certain occupancies, AHCA, DBPR, and the Florida Department of Health. Each agency operates on its own timeline, has its own submission requirements, and issues its own comments. A missed agency or an incomplete submittal at this stage creates delays that directly impact construction start dates, lease commencement, and project budgets. For ALF and healthcare projects, AHCA inspection coordination and life-safety system commissioning are integrated into the inspection sequence. Every system must be tested, documented, and accepted before final inspections can proceed.
Inspection scheduling across all disciplines and agencies, deficiency tracking logs, corrective action documentation, third-party special inspection sign-offs, commissioning planning, and final inspection readiness checklists are managed. No final inspection is scheduled until all rough-in and intermediate inspections are confirmed closed.

Completing construction does not mean a project can legally open. Certificate of Occupancy, Certificate of Use, Fire Marshal final approval, and agency-specific operational clearances are separate requirements that must be obtained before a facility can operate and generate revenue. Many owners are surprised to learn that a building with a passed final inspection still cannot legally open without these additional approvals. For restaurant and food service projects, DBPR pre-opening inspection and operational licensing are managed during this phase. For ALF and healthcare projects, AHCA occupancy approvals and Department of Health clearances where applicable are coordinated. The objective is not just a finished building — it is a legally approved, operationally ready facility.
